umm, those rubber mats are supposed to grip the platter...they're not really "slip" mats. (thats what comes stock with technics, right)
i dont kno how static would be effected by those, since they are rubber, and thus, dont conduct electricity. (could be why your records are so staticy, cuz the static has nowhere else to go...)
and i dont kno much about anti-static mats...but i do know that i have those wavy, velvety slipmats, and since ive had those, i havent had much static...but also, i do kno that static basicly will go away in time.
meh, it may not be of much help, but atleast its some insight to your problem
