Would you consider Timo Maas, disk 1 of Bedrock, Peace Division "tech house"?
Going back to listen to some of the early albums that got grouped under prog back then, you can hear some faint influences on what would become modern tech house. Back then it felt like 'prog' was a catch-all category for mid tempo, more instrumental and techy sounds like 'tech house' became in the late 2000s.
