Currently it's regulated, the current government wants to change it but they're behind in the polls and don't have the numbers in the senate. It's about $8700 per year though for IT related stuff. Definitely not 100k. I also never have to pay it back except for when I'm earning above 52,000 (indexed to CPI... or basically inflation).
