EDIT: ive only been able to launch my warthog about 20 ft and thats with the tank

You have to kill your friendly soldiers, they will drop a few. Just get one in the gunner seat of the warthog, back it up to the exact same spot, then click him to make him get out, then meele him to death. You will get all of them to die in the same spot, and once you have like 8-12 grens in the same spot it should work.
