its simple really

Fully parametric eq: Three controls
-Frequency
-Cut/boost
-'Q'
Q is the amount of frequency affected. A low Q will be very specific, and will work on the selected frequency and not much around it. A high Q value will afeect much more around that specified frequency. So the higher the Q, the wider the range that is affected.

Semi paramentric EQ:
Same as above, but with a fixed Q (no hard and fast rules for this- it varies widely).

example for you:
you have a drum set- if you want to boost just the snare drum or any one specific part of it, you would have a narrower Q setting. If you wanted to eq the entire drum kit, you would have a much wider Q setting, as it is therefore altering a wider frequency range.

There are also fun things like paragraphic eq, which can really fuck with your sounds, but i wont confuse you with that.

Hope that helps

And the very basics:

If you work with cubase, go into the mixer and select the (audio) track you want to edit. There you`ll find a build-in 4-band EQ. Turn it on and play around. If you need more bands or better quality choose an EQ plugin as insert (e.g. waves renaissance). I think its similar in logic and the other programs.

This is a very good tutorial that gives you a holistic view on EQing:

Hope I could help,

You want to start with the -very- basics. Learn what frequency is, learn what a parametric eq is doing - then everything will make a lot more sense. Just search around and read as much as possible - take it all in, don't just look at the words.
