BUFFALO, New York -- It was B-Y-O-T-P time in Buffalo, New York.

Bring Your Own Toilet Paper, that is.

A budget crisis in Erie County left the bathrooms in a municipal office building with empty soap dispensers, no paper towel or toilet paper rolls.

Workers also say there has been waste piling up in some of the toilets.

One man who has worked in the Rath Building for 21 years says it's almost humorous, but disgusting.

He says when you have to bring your own toilet paper and soap to work, it's like being in another country.

A county environmental health crew went through the building yesterday and says many of the bathrooms are clean and are being restocked.

A spokesman for the county Health Department says some toilets look like they had been deliberately plugged. (AP) --- vja 14:39ET 17-03-05

I'm not surprised, they've been in a constant financial crisis for over a decade, even though they have among the highest taxes in the country.
