I've been looking for this tune since 1995 or so, and the other day I stumbled over it in a video clip. The attached file is a rip from the video, hence the crappy quality.

Dance To The Sound Of The Underground is my best lead, but over the years it has given no results. All I have is a LOOOONG list of tracks that share the name but still isn't IT.

Pleeeeeease, if someone could ID this one I would be forever greatful.
