Not sure I know what you mean really, but if I got you correctly:
lots and lots of effect. Other than filters and delay, I would say chorus. For dreamy sounds in general you should use some really freaky settings. Two delays for example, one 1 step delay, and a 3 step delay. Random panning also adds to the dreamy sounds. Like a peak controller controlling the pan, so that the louder it gets the more it pans left, or right.
But there's really so much you can do. With dreamy sounds there is no boundaries, maybe that's why a lot of people like to use them.
