I know I'm a bit ignorant concerning this topic but... what would exactly the "victory" be? Installing a democratic government?

somehow i have a feeling that US will declare victory, pull out there forces and think that everything is fine, but the insurgence will too declare victory when the US is leaving and a year or two after us has left a new aweful dictator will take the power...

It really depends what you mean by 'win the war'. Dubya has already declared it won, but we all know that's a load of bollocks, right?
I'm not sure that the current war, against 'the insurgency' can be won with military muscle alone. All coalition troops will need to go, and then a fair few elections will have to happen before most people are satisfied that the USA isn't puppeteering the Iraqi government. Then everyone might co-operate.

One of the goals was to take down the regime. Victory has been achieved. Reconstruction is still a long ways ahead.
Most of the soldiers one meets talk like the enemy forces have been weakening over time. Naturally they are not yet completely defeated and possibly never will be, because they are raised from birth to fight the west and have a religous commitment to that fight. It will take more than one war to stop all terrorism, Iraq just looks like the beginning of it all. Maybe they are trying to make Iraq stable because they see it as the strategic point they need in order to protect against the countries that appear to be an even bigger threat.
Just talk to a couple soldiers they are quite easy to find. Alot of them have really interesting stories and from what they say it seems like they are doing alot of good for the people in Iraq. I don't like Bush very much and lean more to the left side, but I also realize that it isn't Bush and Cheney who are out there fighting, the actual troops have a completely different character and in the end the war goes the way they take it rather than what the gov't says. I am convinced that the soldiers are doing good and are making progress, I distrust the current government but I think the kids out there fighting are doing a good job helping to solve the problems in Iraq and protecting us at the same time.
