I mean, in techno, prog-house and some prog trance the percs are really full and they sound kinda 'heavy'.
Examples:
Filterheadz - The One Who Got Cought
G&D - Arcadia (Ozgur Can Remix)

ect.

I noticed a lot of toms and congas but they sound really full.

I've always struggled to achieve that kind of low chunky heavy perc sound, and it annoys me because I know how much drive it can add to your tracks if you do it right.

I'd like to hear other people's comments on this subject.

I believe that a good EQed tube saturation might be the solution...but anyway I'm not sure what do you mean :-)

well you're advising the exact opposite...
let me explain why did I advise what I did and maybe if we make an extract of it, we might get how to do it.

My first thought was that if you use tube saturation you get more frequency rich material to work with, then if you compress it slightly and shape it's lower end to be a bit sharper you might get what was asked...

but anyone can proove I'm wrong, I'm just guessing here

Heavy Compression first, then distortion

im learning this too, i found that experimenting with samples first, dont eq hi frequencies too much... and using a good deal of mid frequency can help. as i said im still learning

Good samples, good compression & good eq

plus with a solid mix down at the end

Acheive some great EQ levels First , Then Run through a virtual Tube compressor ... even better if you can load the track down in a pre-mix and run them out through a real Vintage tube compressor ... Warms the Entire sound up ... I promise you that from Me and my partner, recording, mixing and mastering Bands ... You knock out two birds with one stone ... your compression issues ... Plus Warming the Perc and toms up ...

Take my advice ... If I steer you wrong on this ... I'll let you get a free football kick to my crotch ...
