The Chinese Foreign Ministry reacted angrily yesterday to a report published by the U.S. Defense Department on the growing military power of China. China also suspects that the report will be used as justification for the placement of an antiballistic system along its eastern shore, including in Taiwan. Beijing sees Moscow as a natural ally in its efforts to counteract the United States.
Chinese Foreign Ministry spokesman Jiang Yu said that "The U.S. Defense Department's report exaggerates China's military expenditures out of ulterior motives and continues to disseminate the China threat' theory.” That 50-page document was presented by Pentagon chief Robert Gates on Friday. It is the seventh annual report prepared by the U.S. Defense Department. It criticizes China mainly for the growth of defense spending there. A 17.8-percent increase in military spending was approved this year in China and Beijing is officially spending $46 billion on it army this year. The real sum of expenditures on the army may by two or three times greater than the official budget.

Last year's report emphasized Chinese imports of Russian weapons. This year, new developments in the Chinese military-industrial complex are mentioned. China tested an anti-satellite missile in January and has developed mobile nuclear missiles and a new class of Jin submarine with nuclear missiles that are capable of threatening targets in the U.S.

The timing of the report is particularly bad for China since it and NATO renewed a dialog last week, for the first time since 1999, when the Chinese embassy in Belgrade was bombed. NATO took the initiative in restoring those relations, and its offer was quickly accepted. China acknowledges that relations with NATO are a necessary step in overcoming a European embargo on arms sales to the country imposed after the events on Tiananmen Square in 1989. Russia has sold China mainly weapons based on Soviet models, and not the most modern technology. Therefore, removal of the European embargo is a primary goal for China.

It's so funny to see the US trying to stick their nose into everything that has a hole inside.

Too bad, they don't have any leverage on China, 'cause they are so dependand on them. That's why they prefer to keep their mouth shut.

(I just compare the attitude they have towards Russia to one they have to China)

Than explain me please, why the US uses such a polite tone to talk about any problems in China and such a harsh scream (for example criticts by Cock Cheney) when something is happening in Russia?

we talk politely with China because we are fighting a new cold war with them. we have been for years. it's something not a lot of people talk about or even aware of but it's happening as we speak.

we have made pledges and they have made pledges regarding the welfare of Taiwan. thats not to say things won't blow up over there, but we have made certain obligations and react to what they [China] are doing militarily.

when have we screamed about Russia in a manner that we don't about China?

Modernising arsenal

Our world affairs correspondent Paul Reynolds says the Russian missile test has more to do with Russia's plans to modernise its nuclear force than its complaints about the proposed US missile defence shield in Europe, which US officials say could not intercept Russian missiles.

Of particular concern to Russia is the treaty between the US and the then Soviet Union that banned intermediate range nuclear weapons, he writes. This treaty is still in force and applies only to the US and Russia.

Russian First Deputy Prime Minister Sergei Ivanov, quoted by Reuters on Tuesday, said the deployment of medium- and short-range missiles by Russia's neighbours to the east and south now posed a "real threat".

"The Soviet-American treaty (on intermediate nuclear forces) is not effective because since (its signature) scores of countries have appeared that have such missiles, while Russia and the United States are not allowed to have them," he told a military-industrial commission in the southern city of Znamensk.

"In these conditions, it is necessary to provide our troops with modern, high-precision weapons."

How many times do I have to say this?

In order to be considered a super-power you must at least be able to provide food for half of your population. Russia can't do this. so regardless of whatever missles they are making. It means nothing as long as their people are poor and starving. Which the majority are both.
