Don't process the exported MP3. 
Export as WAV instead (in as high a bit depth as possible, and maybe sample rate) and then master the file externally. There's a lot more to it, but limiting will provide the most volume out of the mastering process. Then, once you've resampled and dithered the file down to 16 bit, you can encode to MP3. Of course you can also add a limiter to the master channel and export as MP3, but don't work with this while mixing.
