This tune is an old tune from around and before 2003. the lyrics are these:

its an Italian mans accent voice speaking with no special effect just his accent. its Hard trance beat not hard style.

Its not these tunes i've already checked:
Lil' Louis - Blackout (Similar lyrics but he uses special effects)
Dark by Design - Blackout
Hard Stylez ft. Max Enforcer - Light of the Dark(Blackout Mix)
(so close same lyrics different special effect voice but is not the tune I sampled)
and about 10+ more i've found with no luck yet using discogs listing and MP3.com listings.
