Marshall Jefferson, Farley "Jackmaster" Funk, Steve "Silk" Hurley, DJ Pierre
Cosmic Baby, Maik Maurice, Pascal FEOS, Pete Namlook, Mijk Van Dijk, Sven Vath, Schallbau (Hoffmann, Hildenbeutel, Britzke)
and many others...

Which deserve to be removed? Well, everyone except Oliver Lieb

Kosmas Epsilon had some AMAZING tracks in the post-00s second rise of progressive house.

Depends on the timescale. If i was to name the 19 best EDM producers EVER, obviously not, but if i was to name the 19 EDM producers that got big after 2000 i could possibly mention him. Ofcourse, in the current case most of the producers are quite old so i don't really know...(although i somehow get the feeling that the threadstarter mentioned EDM producers which were active and "Strong" in recent years despite the fact that some of them produce from 91).
