Actually..depending where on the moon it is, she might have a claim for it. Probably not..but look up unexplored land claims, and if nobody lays claim to land, then it is property that can be sold. BUT the guy who sold it doesnt own it..so she got scammed..NOBODY owns it, but they could if they were to land on the moon.
