This is how I was able to do it:
Mod tab -> then under matrix
on the left select -mw and on the right lay1cut
Do the same for the rest of the oscillators. (lay2cut, lay3cut)
Now when you drag the value to 0 the filter will turn open, when you drag it down to a negative value the filter will close.
I am not sure why they decided to call it lay1cut instead of a more logic osc1cut, but whatever, this seemed to work for me when I opened a random patch.

Doesn't look like it, since the amp and filter envelopes seem to be global. However, this can also be done by layering more Nexus instances, thus soloing a different oscillator in each instance.
