BT, Groove Armada, José Padilla, Röyksopp, Telepopmusik, Way Out West and Weekend Players are a few that might go with those ..

Yes and no.
Most Way Out West is 4/4 and not that mellow but they also do some really nice chilled out breakbeat productions/remixes such as their remixes of Lustral - Everytime and Broken and the original album version of "Mindcircus". Same story with BT I would say, some tracks mellow and some not. Don't know very much about Groove Armada but "At The River" is certainally a downbeat mellow track.

Yeah, Groove Armada has alot of mellow tracks. However, it seems like there are more artists than not (like BT and Way Out West) that have some songs that are mellow and some that aren't.

Yes, that's true.. most of these have harder tunes and then more mellow ones, but so does Chicane too. Try older WOW and BT for some more mellow stuff and everything by José Padilla is very mellow.

Check out Brian Eno as well, and he is viable to love any of the Cafe del Mar series.

I'd suggest Robert Miles. A lot of his music is nice and relaxing. Various ATB chillot tracks such as "The Summer" and "Ocean Trance" are pretty good.
There is also a group called St. Germain that is fairly mellow and laid back. It's combo jazz and electronic. I dunno if that is your friends thing...but I enjoy 'em.

Tasteexperience, Salt Tank, Mea Culpa seem to be up your alley..
If he enjoys Chicane's beatless ambient productions then he is well advised to check out some of Michael Woods' productions/remixes, including but not limited to:
Energy 52 - Cafe del Mar (Michael Woods Remix) Saints and Sinners - Peace (Michael Woods Remix) Accadia - Blind Visions (Accadia Ambient Mix) Accadia - Into the Dawn (Accadia Ambient Mix)
Perhaps also try Junkie XL - Breezer and Natalie Imbruglia - Beauty on the Fire (Junkie XL Remix); strange examples but I just mentioned them in another thread and thought they'd be suitable
