i dont even know who public domain is. but that guy was damn funny. i think he meant he has trouble choosing the proper words in english so as to not come off as an ass, not actual trouble deciphering and speaking the language. but im guessing he's either 13 yrs old, by the look of his insults, or a 35-year-old with a 13 year-old's mentality.
