Mp3 Encoding??

Hey all,
I was just wondering wot programs are good for changing the bitrate and hz of mp3s. i've been trying to post samples of few different unknown tracks i have on the unknown tracks section but i can never get the kps and hz low enough. I've been using total recorder to get samples of tunes from livesets but that wont get them low enough to be able to post. Also wot is Variable Bit Rate Encoding?
If anybody could please educate me i would extremely grateful.

LAME mp3 encoder, you shouldnt change bit rates cuz that'll just make then sound crappy for example " if you've got a 96-bit rate mp3 and you turn it into a 256-bit rate mp3, it'll still be crappy" just an fyi ;)

Nope, lame encoder is the best encoder, and its free and easy to use. Just go to www.downloads.com and put in lame :D

Its wot i use. But nice of TC to post his reply 3 times :p
