Cubase is a program for music production. In terms of producing music (and not just trance, house etc) ..the question is what doesn't it do :)
The program allows you to compile and arrange midi tracks, audio files, and although I haven't used this feature, I think video tracks and CDs as well. The midi tracks you write can be sent to your keyboards or they can be played through VSTs, which are virtual synths and sound and operate exactly like hardware and possibly even better. There are so many VSTs coming out with unlimited sound possibilities, so if you use these puppies..eventually it will be hard to NOT get the sound you want. Not to mention, if you buy a couple of VST programs it'll be way cheaper then paying for 2 or 3 keyboards, but you'll have just as much sound capability. (If you don't know what VSTs are, you should look up some kind of page that explains them...I'm sure there's one out there.)
Cubase also has an incredible automation feature, where you can finely craft panning, volume, muting and tons of other things. If you have the proper VST or 'insert' you can even craft the cutoff and res and lots of other good stuff.
And in terms of layout, it works kind of like how Acid works or Cakewalk if you have used either of those. Just in terms of how you arrange the tracks and draw on the parts you want to play.
