There are a couple of options open to you.
Artwork wise, in increasing order of cost:
1) Get some artistic friend to create the artwork.
2) Go to some form of deisgn school / art house & chat to the lecturer & students about it.
3) Goto a professional design company.
For CD replication, there are basically 2 options open to you:
1) Depending on how many you want done, write them yourselves, get some friends to help out, you can easily get a couple of hundred this way.
2) Otherwise there is the professional route. I know that there are a number of places in South Africa (where I stay), that specialise in CD duplication, often involving artwork too. Best bet for this would be to look up in the telephone directory for your area & look under "CD ----", also have a look under video duplication, since they often do CDs too.
Also, perhaps chat to CD stores in your area - you'd be surprised what someone might know.
