This was just one theory about it. Another theory is that each culture has its preferred weapons. PS. If suicide attacks are replaced with highly-trained non-suicidal attacks, they worry me even more. It may be hard to train a suicidal person to act with the calm needed for effective violence. And it's pointless to train them for successful E&E, which helps in environment analysis necessary for effective violence.

When a suicide attacker goes on a mission, he often blows himself up at a relatively random place (where only the general vicinity has been decided) even when he doesn't have a chance of causing maximal casualties. On the other hand, a trained sniper would only kill when he knows he can cause maximal casualties and panic with little risk to his escape chances ... like this:

In Israel, there is a heavy military presence, helping to spot snipers and such, but in an unarmed country, non-suicidal attacks might make more sense.

I agree that a better trained and more composed individual could achieve more damage, but your reference to current attacks at "stupid" ruins an otherwise good analysis of the situation. People have to work within their means and the kind of attacks you describe require at least decent training facilities and decent equipment. The average Palestinians has neither, so I think your words, whilst correct for a better-equipped resistance, would be of little value to a Palestinian intent on maximum damage.

Indeed repression by way of heavy military activity is successful in making effective resistance difficult, but it does not hit the problem at it's source. On the contrary, it creates more resistance, which requires further repression, and the viscous cycle continues.

As for your second-last paragraph - I know of no unarmed country. From the Israeli perspective, I think they must keep their military and their politics working in tandem. Politically, a significant reduction in Palestinian violence would be a good thing, but clearly this is not happening. Therefore, they must look at ways of making it happen. I'm sure we all agree this far at least. Broadly speaking they can try appeasement by way of political negotiations and a reduced military presence in the worst-affected areas, or they can try to repress the problem by refusing to offer any concessions and increasing their military presence in the worst-affected areas. Currently they seem to be trying a bit of one and a bit of the other, political negotiations advance but so too do Israeli troops. They have to either reduce negotiations and increase military activiy, as melech mike suggests, or reduce military activity and increase negotiations, as others suggest. It seems to me that neither is happening because people on either side of the political spectrum are not prepared to back down.
