Photoshop is always good for that sorta thing, albeit, i think it has limits. But apart from some automatic feature, i do beleive it has ways of doing a fairly good job..
failing that, try google :D |

You'll always get some artifacts when scaling an raster image (bitmap, jpeg, gif etc etc). Photoshops cubic filtering should do a decent job, but if you zoom it too much, the picture becomes "blurred".
You can also try nearest filtering (image becomes "blocky") or bilinear filtering, depending on the image, it might look better. |

Try the program Flash MX, it treats pictures as vectors instead of bitmaps (square pixels). Download trail version from www.macrommedia.com

| Just buy yourself a bigger monitor, that will do the trick! |

if you have a photo, use the scanner ... go to scanner properties and fix the scan options ...
if you have a jpg file, use the photoshop ... or print picture and again scan your picture (scan to big size) and tidy up worn area on your pictures ... |
