Vob files to mpeg or vcd? help me out

| i am using smartripper to rip movies and chapters from dvds. it turns into a vob file and i want to convert that file to mpeg or vcd or whatever. is there anything out there that is not too complicated |

| Convert to mpeg1 for VCD, mpeg2 for SVCD. Both require specific resolutions and bitrates. |

I think he wants to know what to use to make them into a different format.
I use mencoder on OSX there is also a linux version though I am not sure if there is one for windows. it is on sourceforge somewhere.
