I'm a bit confused as to what you mean :conf:
If you have some beats that you want to loop over, the easiest program to do that in is Acid Pro
If you want to actually make a track from scratch and make your own loops, try a sequencer like FlStudio4 or reason.
If you want to actually take an existing track and loop parts of it, use a program like soundforge or cooledit. The trick is to look for a part that repeats itself after 8/16/32/etc.. bars...
