Same vocals, two different tracks, different artists

There's two trance tracks that have the sound byte of an African American type Preacher...

Damn, sorry I can't remember the words exactly but its like,

"The government ain't enough, the (blahblah) ain't enough, when you see yourself walking, Rise Up Above Your Troubles... and When you see Jesus.."

Thats the best I can remember. Anyway, one track really sucks and the sound byte doesn't work well with it at all.. the other one sounds awesome.. I think it might be Nostrum but I'm not sure.

Yep, those are the vocals I'm talking about and thats one of the tracks I was referring to. The one I think the vocals don't match at all. :) I'm really looking for the other track.. and its definately trance.
