I noticed when i load most midi notes that I downloaded from this site in fruitys piano roll, the notes are not exactly on the line, but rather a tiny bit off to the left. Is there any reason why this is?

it may be that the creator made it with a midi keyboard with manual timing and didnt quantize the notes with the bar lines
