I Need a program to drop the quality of an mp3 track

I remember someone mentioning this before & I can't find the topic.
I need to drop the quality of some of my mp3 mixes, so from 192kb/s to 128kb/s or so.
Anything out there that does this?

| You can also use the built in decoder that comes with Winamp. It will decode the mp3 to a wav file so you can then re-encode it to a different compression quality using the program of your choice. |

and DL RazorLame beta 1.1.4. beta..
then click here..
ftp://lame.sourceforge.net/pub/lame/src/
and get lame3.88beta.zip
then unzip both files into a dir called lame or what ever you want to called it..then run Razorlame.....Razorlame is a windows front-end for lame.exe encoder..now you can encoder or decode mp3 files..you can even encode an mp3 file..from 128 to 192 or vice versa...cheers enjoy!!!!!!!! |

why would you want to re-encode an mp3 to a higher bitrate..?
