the stranger and here's my reasoning.
there is no law concerning this. it is NOT one's duty to save a human being, but if one chooses to do so, they are doing it out of their goodwill.
i would have a duty to save a loved one first, in this case, the pet, or in my case, a dog - which could also be thought of as a man's best friend.
so save my best friend, or a complete stranger...
not very tough of a decision.
no moral guilt afterwards.
