They will never get fined as long as they have the place "all access". Unless of course each and everyroom is so cramped that literally, no one will be able to move throught the human traffic. |

yeah, but last week was not all access...and even so, each room still has a capacity limit...it's up to Guv staff to monitor that limit and enforce it, stopping people from going into another room if it's too full. They could defnitely still get charged. |
