We would assume the President has to be a little bit smart to become President. He doesn't have to know much, he just has to make decisions. All the smart people ("straphangers") around him tell him what's going on in the world and recommend what he should do about it... I do believe that he does not realize the repercussions of some of his decisions, but he has so many to make that he uses his best judgement. or get off the pot...the buck stops here...etc. Here's an example: Let Rawanda commit genocide of its population or get involved....
