Silencers arent illegal. My dad's old college buddy is permitted to have one.
The procedure is as follows:
1) Have a completely clean record, and 5+ years with a Concealed weapons permit.
2) Go to a dealer who is approved by the ATF to deal in pre-assault weapons ban assault weapons and accessories. Usually these are dealers who sell only to local government, PI and security, and collectors.
3) Purchase a silencer.
4) The silencer is placed in the shops vault.
5) You apply to the ATF for a silencer permit.
6) Wait.
7) Get the permit, take it to the shop, where it is shown to the owner, a crap load of paperwork is filled out, and you go home with the silencer.
P.S. The college buddy does have a silencer for his PPK. |

Probably not true and all, but I saw on an episode of CSI: Vegas (CSI miami sucks btw, just had to throw that in there)
That someone could use a plastic soda bottle as a silencer. |

Actually....
Many years ago I was watching America's Most Wanted, and one of the fugitives on there did that. So I'm sure it can be done.
