what does a promo copy of a cd mean?

Just what the name says.

They are being sent to certain people for promotional purposes before the actual release.

Not really, except it doesn't necessarily have any covers or printings.

I've heard them change things sometimes before release, though. Some cdr's are just bootlegs or fakes that people want to make money on

Yeah, that's also part of it. People give out promos and decide whether things need changing for the real release based on the feedback.

It should be safe if your buyin it off the actual record company on the internet.

yea, and yet one thingy - there may be more tracks on released cd (if it's cd-maxi, for example) than on promo cd

and vice versa.

also note SOME (5/10) promo cdr's are created by burning a cd using a cd writer, where as actual releases are actually pressed and therfore more durable (last longer, take more dirt etc etc)
