They are being sent to certain people for promotional purposes before the actual release. |

Not really, except it doesn't necessarily have any covers or printings. |

Yeah, that's also part of it. People give out promos and decide whether things need changing for the real release based on the feedback. |

yea, and yet one thingy - there may be more tracks on released cd (if it's cd-maxi, for example) than on promo cd |

and vice versa.
also note SOME (5/10) promo cdr's are created by burning a cd using a cd writer, where as actual releases are actually pressed and therfore more durable (last longer, take more dirt etc etc) |
