Never heard of programs that do this. How would they be able to do this?
What software are you using? or by saying PROGRAMMES [sic] did you mean PLAYLIST ? What Playlist should we recommend for creating atmosphere?

There's a vst called atmosphere. But don't rely too much on programmes, it's still YOU who's making the music and putting it all together, and giving ATMOSPHERE to music. |

| in the atmosphere vst, under the ambient folser, theirs some lovely sounds and textures that can be delayed and filtered to fill up a track |

Or use some kind "pad" present with lot of reverb and delay effects .
And right chords too ;) |

Is it wrong the term "programme"?
