Problem is, terrorists, the group most likely to exploit bioweapons, rarely have a lab, lots of materials, very good scientists, and lots of time.

Not really, flu shots and other immunization shots give dead or messed up samples of the pathogen, thus giving rise to immune cells that are able to recognise and kill cells affected by the pathogen, or kill the pathogen itself (like bacteria). The HIV cure actually binds to the HIV virus, making it impossible to affect the immune cells. |
