Programs for enhancing MP3's?

Is there any program that I can download that will help the sound quality on badly ripped MP3's, or correct poor recordings?
If so, what do you suggest? |

| i dont really think you can fix the quality on bad rips, they just ahve to be re done |

You cant repair songs unless you use a prog like cool edit and manually replace the defects by copying the same beat from other parts of the song. This can get tricky and its tough with fairly long defects.
You cant improve the bitrate either because you cant take stuff thats not there. |
