Sort of sci-fi-ish. Like what Ian Van Dahl uses alot in her music. And in Heaven, after the first vocals of the song. What's that sound called? And how do you produce it? Are there any buzz machines for it?

If it is what I'm thinking from Heaven (I'm listening to the beginning to try to find what you're talking about)-- then it seems like a synth or the like run hrough an HP filter with a small sweep. The FX right after that when the synth starts seems like another filter sweep as well with some panning automation.
