Our neighbor a couple houses down has grass that hasn't been cut since the snow melted, and it's around 1 1/2 feet tall. Instead of calling bylaw on this prick, what do you think I should do to this person? Bitch is bringing down my property value.
The residents there are fully capable of mowing it (as in they're not disabled or elderly).
Don't say bleach/gas it either because, well, with no lawn it'll look worse than it already does.
Anything funny I should do? I will take a picture of the final result if anyone steps up with a good idea.

Are you actually serious? Why do anything? Is this your lawn to care or worry about? Are you one of those people that arranges everything perfectly straight on their table and despises his neighbours for having tall grass on their frontyard?
Maybe their dogs like to play jungle...
The best thing to do is to not do anything.
