Spoken words at beginning of U.N.K.L.E. Back and Forth?

I was just listening to U.N.K.L.E.'s new album, Never, Neverland, and the spoken words at during the intro track are driving me mad, who is it talking?

It reminds me of something Hubert Selby, Jr. (author of Requiem for a Dream and Last Exit to Brooklyn) would say, and sounds vaguely like his voice, but I can't find anything to that effect, or the source of the vocal sample.

Can anyone help me here?

Robert Alan Weiser is the narrator you hear speaking those lines. Those are his words.

You can't find much about him, however there is one other sample of him on YouTube called '9th inning' where he recounts a UFO experience. He is a Venice Beach street poet/philosopher.
