Nope, the track was originally released as "Madagasga" in September 1998 with the original and Cygnus X mixes. It was then re-released in 1999 with remixes by Ferry Corsten and Transa, and the Ferry Corsten Mix was just like the Cygnus X Mix with his bassline put in. The original sounds nothing like the Cygnus X Mix or Ferr Corsten mixes. Take a listen to this sample and you'll see how similar they sound

In September 1998 it was originally released as "Madagasga" but when it was re-released in 1999 they renamed it to "Madagascar"! Here's proof of it:
