Yes, but you take the risk that he has a dynamic ip and you could accidentally prevent legitimate users with the same ISP from connecting. For example, if my IP were banned I would merely have to release and renew my connection and I'd have a good chance of getting a different address. This is because my cheap-as- broadband provider isn't willing to keep as many available IPs as it has customers, so they count on a certain percentage of users being offline at all times. |
