That's a nice speech, but in all seriousness, if you watch C-SPAN in the off hours, there's stuff like this all of the time. It's frequently a speech intended for a congressman or senator's own constituents, and they give them when Congress is technically in session, but no one is really there. The C-SPAN camera comes in close, so you can't really tell that the place isn't full, and then the legislator just goes off on someone, something, some policy, etc.
Sen. D'Amato was famous for this, Torricelli used to do it on a regular basis, and a lot of freshman congressmen (like Ryan) use it to brush up on their public speaking. It's also a fun way to read something into the record.
It's particularly fun because anything that you say on the floor of the House or Senate is protected from prosecution by the Speech and Debate Clause of the Constitution. So, if I were elected, I could stand on the House floor and talk about all of the women that Ted Kennedy and Bill Clinton have killed, and not have any worries about slander lawsuits. |

This is so true, even during the normal session when "everyone" is there. I was so surprised the first time I was in DC and went to the house and so how empty it was :) |
