They won't rent cars to guys under 21. Some companies will rent to guys over 21 less than 25 but they charge like twice the daily rate if less than 25.
Since girls are, according to statistics, better drivers, they get the normal rate at age 21.

single male 16-21
single male 21-25
married male 16-21
single female 16-21
male 80 over
married male 21-25
single male 26-30
single female 21-25
male 75 - 80
Used to determine rating are number of moving violation convictions, number of chargeable accidents involving bodily injury, number of chargeable accidents, number of major offenses.
