Immigration can help offset some of the side-effects of an ageing population in Europe but would be nowhere near sufficient to salvage struggling pension schemes, the United Nations (news - web sites) said on Monday.


The UN's 2004 world economic and social survey said even with immigration projected to average 600,000 a year between 2000 and 2050, Europe's population is expected to decline by 96m in that period.


"Incoming migration would have to expand at virtually impossible rates to offset declining support ratios, that is, workers per retirees," the UN report said.


It estimates that France would have to bring in nearly 90m migrants to 2050 to maintain 1995 support ratios, compared with the nearly 4m projected. Germany would have to accept more than 181m immigrants, against 10.5m projected between 2000 and 2050.


The number of migrants has more than doubled since 1960 to 175m or about 3 per cent of the global population. However, recent increases have been concentrated on rich countries where one in 12 people are immigrants, and more particularly on the US, which is now home to one in five of all international migrants.


The number of nations where migrants exceed 10 per cent of the population has jumped from 43 in 1960 to 70 in 2000. At the same time, immigration policies have become increasingly restrictive, with a third of all governments now trying to reduce migrant inflows.


The UN report comes amid growing calls for an international framework for migration management to benefit both receiving and sending countries, an issue that will be taken up Tuesday and Wednesday when the 105-member International Organisation for Migration holds its annual governing council session in Geneva.

250 million immigrants by 2050 ... something tells me the socialized state is going to become a little less social.

Apart from Europe not really being more of a state than Africa is a nation (Dubyaspeak-like quote there), I tend to agree with you. We have a problem.
However, you have to take into account that the numbers in the article are based on current spendings, and that quite a lot of young Europeans are quite aware of the fact that there will be no guaranteed pension for them when they grow old. In Denmark (the country I know most about) there has been surveys of expectations among people below the age of 40, and the majority of those asked did not expect to automatically recieve any pension when they grow old. Now we just need to convince the people who retires at 60 to keep working while they are able to.

how many of those immigrants into Europe will be uneducated folk who will themselves become a burden to the society?

i think that is the key (along with imigration), if people could work longer (which they can, since most people are very healty today even at high ages), the problem would be quite easy to solve.
