They are based on the amount of total votes each received in the first round. The groups are organized based on their ranks derived from those numbers.
1-8-9-16
2-7-10-15
3-6-11-14
4-5-12-13

Good job Tribu! I see you used the same system as I used for the preliminary groups. Sorry that I've been away and not able to help out with this but I've been away for the holidays, and well, I only volunteered to help after the outrage the first time around. :p
