I have a song with vocal, pads and guitar and I want to make a hard techno remix.. How could I clear up the guitar and pads, so vocal would be everything you can hear?

either the artist asks for a remix pack or whatever; figures and makes his own midi files/notations... or the the artist of the remixed song asks the 'remixer' to remix his song.... OR a remix pack is sent to the remixers.

You can remove some of the backing by careful EQ'ing and possibly some filtering but the results will never be perfect. Unless you can find a clean acapella of the track your only hope is to try that and mask the vocals with other stuff on top of them (effects etc.).

Remix and bootleg are two different things.

As Mr. Mystery said: it's impossible, because the pads and guitar normally spread out over the whole frequency spectrum

Bootlegs employ sneaky sampling at opportune moments and careful looping. If the original tracks you want to bootleg don’t have the loops you need, you can’t do much. I’ve just finished making my first bootleg, and it was a considerable challenge. It really gives you respect for decently constructed bootlegs (Fingers Burnt etc.), as well as re-edits (PVD etc.).
