I didn't look at the link, but can tell you from experience, that drivers in Korea never learned the rules of the road. They might or might not stop at stop signs, they feel they have the right of way if their bumper is a foot in front of yours, and they pass routinely in no passing zones.
From my experience, mind you, driving was extremely hazardous given these driving facts in Korea when I was there. And I drove all over the friggin' country every day when I was there. I did five tours. However, on the plus side, it made me a better defensive driver in the states.
