Beeping Noise When Minimizing & Maximizing Page

I've just gotten a new computer and i have a few things i need help with.

*The first is that if im on the net and im minimizing and maximizing pages i get a beeping noise coming through the speakers. For some reason its a different sounding beep if i maximize using IE, and if im maximizing MSN.

*The second is that on certain parts of the screen, there are lots of blue dots, i have installed the update for the graphics card, and i went to install this monitor and i was told there were no newer updates.

*Ive just found whilst scrolling down this using the scroll button, if i have the speakers turned right up, there is a screeching noise.

I hope somebody can help me as im getting rather pissed off, it could be death to the computer already :(

This is similar but the dots are blue and usually more faint. They go down in strips like i shown there. It depends on what screen ive got open and the colour of the background, sometimes you can see it clearly, sometimes you cant see it at all.
jon
how old is the moniter?

Well ive just tried another monitor and it does the same on that monitor. So its something to with the graphics then.

Ok some questions then:
