I'm new to Reason, and i'm not sure myself how he did it... but Robert Nickson said it's automation on the mod wheel or resonance. You can achieve that by recording the whole song like that, or using a matrix hooked up to the back of the Malstroem/Subtractor. I'm not really sure how he got the sound itself, it's interesting, I think it's the same note, kind of like a bassline, but resonance up-down and some other slight effects.
