TORONTO (Reuters) - Canada is recalling passports issued to Israeli-born citizens that contain a clerical error citing Jerusalem as being in Israel, against the Canadian government's policy of assigning a country to the contested city.
The move has prompted a group of Canadian citizens who were born in Jerusalem to launch a lawsuit against the government, saying disallowing "Jerusalem, Israel" as their place of birth is discriminatory.
Jerusalem is contested by both Israel and Palestine due to a historic struggle over ownership rights to the city.
The passport issue was brought to light when Canadian citizens who had both the city and the country listed tried to renew their passports with the same information and were told they could only list Jerusalem, and not Israel.
Canadian policy stipulates that neither "Jerusalem, Israel" nor "Jerusalem, Palestine" can be inscribed in passports as place of birth.
"I think it's demeaning," said Frank Diamont, executive vice president for B'nai Brith Canada, a Jewish advocacy organization that is helping the group with their lawsuit.
"Everybody else has the right in this country to designate on their passport which city and which country they were born in."
Only Costa Rica and El Salvador (news - web sites) recognize Jerusalem as the capital of Israel, while the rest of the world considers Tel Aviv as Israel's main city.
Dan Kingsbury, spokesman for Passport Canada, said returned passports will be modified, leaving Jerusalem as the sole location of birth.
"It goes against the government of Canada's Middle East policy, and essentially, the government of Canada considers that the status of Jerusalem can be resolved only as per the general settlement of the Arab-Israeli conflict," he said. |
I'm not really sure where the idea that Jerusalem isn't Israel's capital was taken from considering that all the government is there but alright... |

Jerusalem is a final status issue, so it has not yet been internationally recognized as Israel's capital.
In truth, the city should be the capital of Israel AND Palestine. |
